After Hutt City Council successfully secured $98m of crown funding, TUA was contracted to provide support to establish an Urban Renewal Programme.
Hutt City Council had a number of major infrastructure and urban development projects planned and underway. However, there was no programme within the council to manage the projects in a coordinated way. The role of government agencies also needed to be formalised.
We strategically aligned a series of complex and disconnected pieces of work to establish one coordinated approach. The Council is now working effectively with its partners to deliver infrastructure, public realm, housing, and transport projects in a more coordinated way. In the face of being the most densely populated flood plain in New Zealand, Hutt City Council now has a dependable pathway for developing a resilient, connected and vibrant city.
A governance structure and decision making structure was developed, mandated and embedded. Innovative levers were identified for gaining greater value out of future delivery. Including taking a more active role in planning for the use of public land, going beyond council's BAU role such as being a regulator (e.g. consenting) to taking a leadership role, and actively facilitating and enabling. Working with public and private sector partners, Hutt City Council is on track to deliver 3,500 new homes in the city centre. Through their new monitoring and evaluation framework Council can be confident the new homes will meet its strategic objectives, such as increasing diversity, access and affordability.
