The Urban Advisory (TUA), along with Matakohe Urbanism + Architecture, was engaged by Kāinga Ora to develop a neighbourhood masterplan of more than 250 homes.
Kāinga Ora owns a significant number of parcels of land in a neighbourhood where the population is predominantly Māori (58%). TUA and Matakohe were engaged to develop 3 masterplanning options for the future of the neighbourhood.
The process began with analysis to identify the current environmental, social and built form context to better understand the challenges and opportunities the neighbourhood is facing. The process continued with the development of five strategic drivers, influenced by the engagement with hapū and refined through a SWOC (strengths, weaknesses, opportunities and challenges) analysis.These drivers were used as an assessment framework to test four potential masterplan development scenarios. From the scenarios, three detailed masterplan options were then developed and presented to Kāinga Ora. These options focus on providing concrete solutions by integrating intergenerational living and papakāinga housing.
The goal of this project was to test new ways of doing masterplanning with a methodology more inclusive of mana whenua aspirations and vision. Early engagement with the community (hapori) and mana whenua (hapū) built our understanding of the social and cultural landscape, including pūrakau, significant sites, whakapapa and whanaungatanga in the neighbourhood area, which were an important part of the development of the masterplan.
